Notice of Change in Water Distribution ![]()

Harbour Watch has been notified by the Town of Batesburg-Leesville that an agreement between Joint Municipal Water and Sewer Commission has been put into effect.
Water distributed to HW will now be sourced from JMWSC.
This will not change the distribution as the Town of Batesburg-Leesville will remain responsible for the water supply. Billing will continue through B-L Utilities.
System flushing will begin Tuesday January 13th. As Harbour Watch is at the end of the line they anticipate the flushing in HW will be on Wednesday January 14th. with possible carry over to Thursday January 15th.
Batesburg-Leesville employees will be present during the flushing.
We may experience some discoloration, mild odor and/or change in taste during the process.
Water is safe for use and any changes should dissipate quickly after flushing has been completed.
During 2026 Batesburg-Leesville advised that new digital meters will be installed.
An outside contractor will perform this change. Homeowners will be notified when this will begin.
During installation water supply to the home will be shut off for approximately 10 minutes.
A representative from the contractor will advise homeowners at the time of installation.
If there is a reason you are unable to have your water turned off at that time an alternate time may be arranged for the same day.

Annual dues invoices for the BOA and POA went out November 17th and are due on 1/15/2026.
Starting 1/16/2026 late charges and interest will be applied.

Protocol for ASC Guidelines by Homeowners
Homeowners are required to inspect their property to maintain compliance with the ASC Rules and Guidelines.
Homeowners that are not in compliance will receive a letter indicating the issue and will have a 15 day grace period to correct.
If at the end of the grace period the matter has not been addressed the BOD will address the matter directly with homeowner and course of action will be determined at that time.
If homeowners have concerns or questions please email the ASC for clarification.
Compliance will be focused on Section VIII of the ASC Rules and Guidelines approved 2/8/2025.
However, due to the constant issue of the deer, areas that pertain to quantity/size of plantings will not be a consideration. i.e., foundation plants, plantings around a/c - generator units.

Any changes to the exterior of your home and lot require ASC written approval prior to beginning the project.
Examples include, but are not limited to: color of house, color of front door, planting or removing trees, major landscaping changes, adding a new roof or fences, etc.
Please reference sections 1.5 and 1.7 of the ASC Rules and Guidelines for the exact items requiring approval.
The Board and ASC continue to work together on delineating the ASC Rules and Guidelines from the Harbour Watch POA Rules and Regulations. More information is forthcoming in the near future. Thank you for your patience.
